Claim

A governed agent can execute, recommend, retrieve, classify, and escalate. It cannot own the consequence of the outcome.

LPM's single-owner rule stands on organizational grounds. The EU AI Act supports effective human oversight, but it does not mandate single-point accountability.

Why team ownership fails

When three names are on the record, the organization often has zero names on the record. Joint ownership may feel collaborative, but it can make accountability impossible to execute under stress.

What the regulator actually says

The regulator requires effective oversight by natural persons and, in some biometric cases, separate verification by two natural persons. That is not the same as owning the outcome.

Counterargument

Single ownership can become a bottleneck. LPM's answer cannot be to add names to the record. It has to be delegated authority, escalation paths, expiry, and stewardship maintenance.
